Project Description:
The project entails constructing a factory in the Aktobe Industrial Zone to produce sanitary paper products, including toilet paper, jumbo rolls, and paper towels. The facility aims to meet domestic demand and export to other CIS countries.
Current Status:
A 1.7-hectare land plot has been leased in the Aktobe region. Discussions are ongoing with equipment suppliers from China. The plant is scheduled for commissioning in 2025, with full capacity expected by 2030.

Current production capacity is 3,335 tonnes of base paper annually, equivalent to 23 million toilet paper rolls.

4.68 million jumbo rolls
2.376 million paper towels Sales distribution: 80% domestic (Kazakhstan), 20% export to CIS countries.
The project aims to reduce Kazakhstan's reliance on imported sanitary paper products, which accounted for 39% of total consumption in 2022.
