Project Description
The Zhylyoy Hydrocarbon Exploration Project is a strategic offshore initiative in the northeastern part of the Caspian Sea, executed as a joint venture between KazMunayGas and CNOOC Hong Kong Holding Limited. On June 24, 2025, the Ministry of Energy of Kazakhstan, KMG, and CNOOC signed a contract for exploration and extraction in this transit zone. The project area spans approximately 958 km² and targets complex geological structures. The exploration program includes the acquisition and interpretation of 3D seismic data over 400 km² and reprocessing of 400 km of historical 2D seismic profiles . The work plan also calls for drilling one supra-salt exploration well to around 2,000 m, followed by a contingent sub-salt well of about 4,500 m based on the seismic results . KMG and CNOOC will each hold a 50% stake, with CNOOC fully financing the exploration stage. This marks the inaugural upstream investment by CNOOC in Kazakhstan and aims to unlock significant hydrocarbon potential in the Caspian region.

The minimum work program of planned exploration works includes:
- 3D seismic survey (field work, processing and interpretation of 400 square kilometers)
- reprocessing of historical 2D data (400 p. km)
- drilling of one suprasalt exploration well (independent stage) with a depth of 2000 m
- depending on the results of the obtained 3D seismic data, drilling of one subsalt exploration well (dependent stage) with a depth of 4,500 meters.
