The primary investor and project owner is Zhaik Petroleum LTD, supported by co-investment and financing participation from the Baiterek Venture Fund (a subsidiary of Qazaqstan Investment Corporation). The project also includes a technology partnership with XINJIANG SANBAO Industry Group Co., Ltd., and infrastructure support from regional authorities to facilitate construction and future operations.
The project to build a gas chemical complex for methanol production in the West Kazakhstan region has been underway for approximately three years. In December 2022, it was reported that Zhaik Petroleum LTD had signed an EPC contract for the construction of this facility with two Chinese companies: CITIC Construction Co. Ltd. (part of the CITIC Group holding company) and China Huanqiu Contracting & Engineering Co., Ltd. (part of CNPC).
The project was delayed primarily because of infrastructure preparation issues, particularly the slow provision and funding of a railway connection to the construction site at Beles village, which the investor repeatedly flagged and which had to be prioritized by regional authorities before full construction could proceed.
