This project is a joint Kazakh-Qatari investment to build a plant in the Qyzyljar SEZ (Special Economic Zone) in Petropavlovsk, North Kazakhstan. It will produce oriented strand board (OSB) and laminated chipboard panels from wood, providing high-quality building materials for the regionfactories. The facility is planned in multiple stages and is promoted by Ultradecor Trading Kazakhstan LLP (established in 2022 by Qatar’s Causa Holding group)factories. Implementation is expected to create over 500 jobs, and Chinese Yalian Machinery Co., Ltd is supplying the main production equipment. A cooperation agreement was signed in November 2024 at the Kazakhstan Global Investment Roundtable (KGIR-2024) between the Qyzyljar SEZ management company and Ultradecor Trading Kazakhstanfactories.kz. The total investment is about 267.5 billion tenge (≈ $505 million).

Kazakh-Qatari partnership: Ultradecor Trading Kazakhstan is a wholly-owned subsidiary created in 2022 by Qatar’s Causa Holding LLC and Causa F SPC LLC. The project is thus backed by a large Qatari wood-products holding
Government approval: The investment agreement was approved by Kazakhstan’s government investment council (chaired by the First Deputy Prime Minister) in November 2024. The Prime Minister’s press service has highlighted that the project will contribute about 82 billion tenge to the economy and spur development of Kazakhstan’s wood processing industry
Production: The new factory will manufacture OSB (oriented strand board) and laminated chipboard. OSB is a high-strength engineered wood panel used in construction and furniture.
Employment: Over 500 jobs are expected to be created
Equipment: Main equipment is being supplied by Yalian Machinery Co. of China
Special Economic Zone: Being located in SEZ Qyzyljar means the project will benefit from tax and customs incentives available in the zone.
Development status: As of 2025 the project is in feasibility and approval stages; no construction or commissioning dates have been announced.
