Technology options reviewed: Siemens, Ansaldo Energia, Mitsubishi, Dongfang Electric Corporation, and General Electric were considered during the feasibility work. The preferred configuration in the feasibility study is listed as Siemens SGT5-4000F gas turbines with SST-3000 steam turbines.
A comparative assessment of water supply options showed a strong economic preference for groundwater wells: the estimated cost of the well-based solution is approximately USD 1 million, compared to about USD 14.3 million for constructing a water intake and pipeline system from the Syr Darya River.
The project is designed primarily for electricity generation and grid support; the plant is not intended to provide district heating or urban heat supply services.
The CCGT facility is intended to provide flexible / dispatchable generation capacity to support balancing and stability of Kazakhstan’s southern and central power zones, rather than serving solely as a conventional baseload power plant.
The project ownership structure is based on a joint venture model: Samruk-Energy holds 30%, while UCC Qazaqstan 3 LLC holds 70% through the dedicated project company Kyzylorda Energy Ltd.
