Project Description
The Tobyl Transport and Logistics Complex (TLC Tobyl) is the first large-scale dry port infrastructure project in Northern Kazakhstan, launched in the city of Tobyl (Kostanay Region). With a planned area of 133.6 hectares and a handling capacity of up to 400,000 twenty-foot equivalent units (TEUs) per year, which is more than 11 million tons of cargo. The project represents a transformative national logistics initiative. It is being implemented in partnership with JSC "Kedentransservice" and with the support of the Industrial Development Fund of Kazakhstan. Strategically located at the intersection of major Eurasian transport corridors, TLC Tobyl will provide logistical support for fast-growing regional industries and will play a key role in connecting China, Central Asia, and Europe. The launch of the complex will give a powerful impetus to the development of multimodal transportation and will make it possible to process, store and distribute cargo, including export-oriented products of the country. According to Deputy Prime Minister Yerzhan Kosherbayev, “Tobyl is not just a logistics hub — it is the foundation for a new economic geography of the country. It is an intellectual platform where logistics, digitalization, education, and industry converge.” The complex is expected to generate significant social and economic value by offering new jobs, developing local competencies, and boosting regional competitiveness.

The project also involves the construction of new railroad infrastructure, terminal facilities and service areas. This will ensure high throughput capacity, modern servicing of cargo flows and comprehensive development of logistics in the region.
The facility is expected to create 500 new jobs, including opportunities for logisticians, operators, IT specialists, maintenance staff and young professionals.
Full digitalization planned for cargo movement tracking. The project also includes a real-time digital cargo tracking system.
Cargo turnover is expected to increase along the North Kazakhstan-South Urals route and in the direction of China.
