Project Description
"Silleno" Polyethylene Plant Construction Project is a strategic initiative aimed at developing Kazakhstan’s petrochemical sector by creating domestic production capacity for polyethylene, which is currently fully imported. The plant will have an annual production capacity of 1.25 million tons, with 20–24% supplied to the domestic market and the remainder exported. The facility will use ethane and propane feedstock sourced under favorable conditions, benefiting from tax incentives within the “NINT” Special Economic Zone. Modern licensed technologies will be applied for steam cracking and polymerization, enabling the production of over 20 polyethylene grades, including 40% premium products. The project is expected to generate up to USD 2.5 billion in annual export revenue, increase GDP by 1.2%, and create around 8,000 construction jobs and 800 permanent jobs. Integrated logistics and transport systems will ensure efficient delivery to both domestic and international markets.
Main partners are KazMunayGas, KMG PetroChem, Sibur, Sinopec.

Feedstock Supply: Ethane feedstock will be extracted at the KMG Gas Separation Complex from gas supplied by Tengizchevroil and transported to the plant via a dedicated pipeline constructed by KMG.
Economic Impact: The project is expected to contribute to Kazakhstan's GDP growth by 1.2%, create approximately 8,000 jobs during construction, and provide 800 permanent positions upon commencement of operations.
The project is implemented by Silleno LLP, a consortium comprising:
