The project operates under a Build–Operate–Transfer (BOT) PPP model with a 10-year concession period.
Ownership of the sorting plant will be transferred to the Akimat of Shymkent after completion of the PPP term.
Public environmental impact assessment (OVOS/EIA) and related hearings are mandatory prior to construction.
The project consolidates waste flows previously handled by more than 10 separate operators.
The sorting facility is intended to support downstream recycling markets and future waste-to-energy capacity.
