Project Description
The project involves a comprehensive reform of the solid municipal waste (MSW) management system in Shymkent through a public–private partnership (PPP) model. It introduces a single citywide operator responsible for the collection, transportation, sorting, and partial recycling of municipal waste. A key component of the project is the construction of a modern waste sorting plant located at the city landfill, designed to significantly increase the share of recyclable materials and reduce landfill volumes. The project aims to eliminate fragmented waste services, improve service quality, and introduce unified operational standards. The private partner finances infrastructure investments, including specialized vehicles, containers, digital monitoring systems, and the sorting facility itself. During the concession period, the private operator manages the entire waste flow of the city. Upon completion of the PPP term, ownership of the sorting plant is transferred to the city administration. The project is aligned with Kazakhstan’s national waste management and environmental modernization policies. It also serves as preparatory infrastructure for future waste-to-energy projects planned in Shymkent.

The project operates under a Build–Operate–Transfer (BOT) PPP model with a 10-year concession period.
