The Republic of Kazakhstan has officially approved the construction of its Second Nuclear Power Plant, formalised by Government Resolution No. 40 signed on 26 January 2026 by Prime Minister Olzhas Bektenov. The plant is part of Kazakhstan’s strategy to diversify its national energy mix and address regional electricity deficits by adding reliable base-load nuclear capacity. The facility will be located in the Zhambyl District of the Almaty Region, adjacent to the site chosen for the country’s first NPP. The decision follows national energy planning and earlier identification of multiple potential reactor sites such as Kurchatov and Aktau; the government ultimately focused on the Almaty region. Kazakhstan’s atomic energy authorities and government have indicated that China National Nuclear Corporation (CNNC) is intended to lead the consortium for this second station, while the first NPP is assigned to Russia’s Rosatom. The project is still in pre-construction phases, including planning, feasibility, and licensing. Reactor types under consideration include HPR1000 designs from CNNC. The station is expected to contribute significantly to energy security and supply stability once built.

CNNC is one of China’s largest state nuclear operators and reactor suppliers, known for HPR1000 designs used domestically and abroad. No official public announcement specific to Kazakhstan’s second NPP on its own site is available.
The Second NPP will be adjacent to Kazakhstan’s first nuclear facility site in the same region.
Prior prospective sites (Kurchatov, Aktau) were evaluated but not selected in the final decision released in early 2026.
