PROJECT DESCRIPTION
The project involves construction of a new multifunctional indoor ice sports complex in Pavlodar, Kazakhstan. As of September 2026, the Government of Kazakhstan confirms that project implementation has started and the facility is under construction. The current design provides for a total building area of more than 22,000 sq m. The central sports element will be a 400-metre speed-skating track described by the Government as an Olympic-format track. Other important details
The original PPP competition documentation contained an earlier estimated investment cost of KZT 21.11 billion and an older implementation schedule. Those figures should be treated as historical planning data; the latest Government figure for the project is KZT 19.9 billion with commissioning scheduled for December 2027.
The official PPP concept originally specified a 60 × 30 m European hockey rink, a 56 × 26 m Canadian rink, a 400-m speed-skating track and three curling lanes.
A positive state-expertise conclusion for "Ice Sports Palace in the City of Pavlodar" was announced by the State Expertise authority in November 2025.
