The project involves the construction of a new international airport approximately 30 km southwest of Aktobe city, near the village of Nurbulak. The site will cover 416.01 hectares and will include a modern passenger terminal (initial capacity of 1,000 passengers per hour), a 300-car parking apron, hotel facilities, administrative and service buildings, aircraft hangars, a catering unit, fuel storage, and related infrastructure. It is part of Kazakhstan’s broader strategy to modernize key regional airports and develop multimodal hubs. The new airport will replace the current Aliya Moldagulova International Airport and is expected to improve regional connectivity and support cargo and logistics operations. The feasibility study (TEO) has been completed and submitted for expert review. The project will be implemented via a public-private partnership model.

The new Aktobe Airport is part of Kazakhstan’s 2030 Transport Strategy and is one of six designated regional air hubs. In 2025, a Special Economic Zone “Aktobe” was established on-site to attract logistics and industrial investment until 2049. As of 2025, the government is actively seeking private partners or international investors to co-develop the airport under a public-private partnership (PPP) model. Passenger traffic at the existing airport approached 1 million in 2024, highlighting the need for modern infrastructure. A German investor group (tentatively named Hansa Consortium) has expressed interest in financing, though no binding agreement has been signed yet.
