Project Description

The creation of a national Wi-Fi operator is planned in Kazakhstan. This was announced by the head of Freedom Telecom Operations, Kairat. Akhmetov spoke at a government meeting on October 21, 2025, where he reported on the development of information and telecommunications infrastructure. By 2027, it is planned to increase the length of the main transmission line networks to 13.5 thousand kilometers, equip 12 cities with high-speed communications infrastructure by the end of next year, deploy 2,000 FWA base stations and create a national Wi-Fi operator, as well as build seven more data centers. The creation of a national Wi-Fi operator will ensure unified secure Internet access in the country's cities. The project involves the deployment of a network at socially significant facilities. Access points will appear at border posts, airports, railway and bus stations, as well as in schools and medical institutions. A feature of the network is its wide Wi-Fi coverage. We have already installed more than 400 locations in 10 cities. In 2025, more than 3 million subscribers, including foreign tourists, logged into the network. It is planned to deploy another 10,000 access points next year, and more than 20,000 in 2027-2028. The solution is planned for socially significant facilities, border posts, airports, railway stations, bus stations, schools and medical institutions. Thus, citizens will have a single, secure access to the Internet in all cities of the country and in tourist places.

  • According to Kairat Akhmetov, this infrastructure is becoming a platform for the development of digital services and solutions based on artificial intelligence, supporting Kazakhstan's course towards the formation of an AI economy.

  • "To date, more than 3,700 kilometers of fiber-optic communication lines have been built. Support networks have been launched in 11 cities: Astana, Almaty, Shymkent, Aktobe, Aktau, Atyrau, Kostanay, Taraz, Turkestan, Oskemen, Semey. The FWA fixed wireless access infrastructure is developing, 160 out of 560 plus base stations in 12 cities are already operating," he explained.

  • At the moment, the company has invested over 100 billion tenge. It is planned to invest about 900 billion tenge more over the next 10 years.

  • "The infrastructure being created will become the technological basis of Super App Freedom, a universal digital platform combining financial, educational, medical, and trading services. Freedom Telecom is implementing digital twin technologies and drones to survey networks. Based on the 2.5-D model, we create virtual copies of the infrastructure, where each facility uses its own digital passport. This allowed us to reduce the design and survey time from 3-4 weeks to 3-4 days, as well as reduce the number of errors and inaccuracies. In the future, we are moving to the AI Driver Network, an intelligent network that analyzes, predicts loads and eliminates failures," said the head of the company.
