Project Description
This project entails building a modular small-scale liquefied natural gas (LNG) plant in Rudny (Kostanay Region, Kazakhstan) to produce 50,000 tons/year of LNG. The plant will use ~69 million m³/year of natural gas feed to supply domestic industry and potentially export markets. Its scope includes engineering, procurement and construction of processing buildings (with compressors, heat exchangers, storage tanks, etc.) to liquefy pipeline gas into LNG. Slated for design and engineering now, construction begins in late 2023 and the plant should reach full capacity by mid-2025. Strategically, this is Kazakhstan’s first LNG liquefaction facility, aligning with national goals to diversify fuel supplies, reduce diesel/mazut use and emissions, and strengthen energy security. The project is led by QazaqGaz Onimderi (100% owned by NC QazaqGaz) and is considered pilot and high-value, creating jobs and reducing pollutant fuel imports.

Strategic Importance: The plant supports Kazakhstan’s gasification and decarbonization strategy. It will lower urban emissions by substituting diesel/mazut in transport and heating, and introduce LNG technology domestically.
Social Impact: About 80 workers will be employed during construction. Once operational, staff will include ~48 production and 14 administrative personnel.
Technology: This “plug-and-play” modular LNG facility uses proven compressor-and-heat-exchanger trains (a closed-loop nitrogen refrigeration cycle) to liquefy natural gas efficiently. All equipment will be assembled/tested off-site for rapid deployment.
Finance: The project is fully funded by QazaqGaz Onimderi with a budget of 14.4 billion KZT (including VAT). Detailed cost breakdowns will be finalized after detailed design.
Offtake & Market: Global Gas Regazification currently operates Kazakhstan’s only LNG regasification terminals and will ensure LNG distribution to end-users (e.g. universities, government facilities, transit fleets) under signed memoranda. This is the first-ever contract of its kind in Kazakhstan, marking a pilot in the domestic LNG sector.
