Project Description
As part of a project to modernize the existing municipal solid waste landfill, With You E&C Kyzylorda LLP plans to construct a state-of-the-art waste sorting and recycling plant using South Korean technologies. The project will be implemented in two stages and will become the largest facility of its kind in the region. During the first phase, the landfill's capacity is expected to increase from the current 60,000 to 300,000 tons per year. The cost of this phase is estimated at 9.5 billion tenge. The new sorting and recycling facility will be capable of processing up to 300,000 tons of waste annually. Upon commissioning, the plant will create 122 permanent jobs, and around 100 workers will be engaged during the construction phase. The second phase of the project envisions the construction of a waste-to-energy plant with a planned electricity generation capacity of 6 to 20 megawatts. The estimated cost of this phase is around 20.5 – 25 billion tenge. This initiative will not only significantly improve the region's waste management system but will also provide an additional source of electricity for Kyzylorda Region. The idea for this project emerged in June of last year during the Kazakhstan–Korea Business Forum attended by the presidents of both countries. During the event, a memorandum of mutual cooperation was signed between the Akimat (regional administration) of Kyzylorda Region and With You E&C.

After registration of “With you E&C Kyzylorda” LLP, a “roadmap” was signed between it and the Kyzylorda Akimat, said Murat Balabaev. In order to obtain investment preferences provided for by the legislation, an investment contract was concluded between the company and the Investment Committee of the Ministry of Foreign Affairs of the Republic of Kazakhstan in December 2024. A confirming letter from the Ministry of Ecology and Natural Resources of the Republic of Kazakhstan was received about the project's focus on improving the environment and achieving target indicators in the field of solid waste management.
