PROJECT DESCRIPTION

The Karachaganak Gas Processing Plant is a planned large-scale gas processing facility associated with the Karachaganak oil and gas condensate field in north-west Kazakhstan. KPO describes the KGP as a new stand-alone facility near the existing Karachaganak Processing Complex. The plant is intended to process sour gas containing H₂S and CO₂ and produce dry natural gas and liquefied petroleum gas for sale.   • PSA vs National Control: Disagreements over PSA conditions led Kazakhstan to consider modifying or bypassing the original Production Sharing Agreement.

  • KPO was unable or unwilling to make an investment decision on the gas processing plant (GPP) within the framework of the PSA, while Kazakhstan did not want to continue depending on external gas processing and waiting for decisions from the consortium. The feedstock for the new GPP will come almost entirely from the Karachaganak field, but the structure of gas supply is currently being reconfigured due to a change in the project model.

  • Project Delays: Construction start dates have been repeatedly postponed due to ownership disputes, contract renegotiations, and financing uncertainties.

  • Rising Costs: The project budget has grown from initial estimates (~$3.2 billion) to nearly $6 billion, complicating negotiations with international partners.

  • Foreign Partner Concerns: Shell and Eni reportedly hesitate to commit further investments under the revised Kazakh government terms.
