PROJECT DESCRIPTION
The project covers the construction of additional gas-fired combined-cycle generation capacity at the Karabatan industrial site in Atyrau Region, Kazakhstan. The facility is intended to supply electricity to the expanding oil, gas and petrochemical cluster within the National Industrial Petrochemical Technopark Special Economic Zone. On 15 July 2026, Samruk-Kazyna Ondeu LLP and POWERCHINA SEPCO1 Electric Power Construction Co., Ltd. signed an EPC+F contract for the project. The proposed unit is located on the existing Karabatan industrial site along the Atyrau–Dossor highway.
The site is approximately 12 km north of Karabatan railway station, 47 km from Atyrau International Airport and 27 km from the boundary of Atyrau city.
The proposed power-unit plot borders the existing KUS territory to the north and the Kazakhstan Petrochemical Industries Inc. plant to the west.
Approximately 484 people are expected to be engaged during construction and installation works.
The permanent operating workforce is estimated at 67 employees.
The power plant is intended to operate on a 24-hour continuous basis.
