Project Description

The Ishim–Astana gas pipeline is an international natural gas pipeline project intended to transport Russian natural gas into the northern and northeastern regions of Kazakhstan, addressing a long‑standing deficit of pipeline gas in these areas and modernizing the republic’s gas infrastructure. The 644+ km pipeline will originate near Ishim in Russia’s Tyumen Region, traverse through key Kazakh cities like Petropavlovsk and Kokshetau, and ultimately connect to the national grid near Astana. It forms part of a broader strategic cooperation on energy infrastructure between Kazakhstan and Russia, building on a 2023 strategic cooperation agreement and a subsequent implementation memorandum signed with Gazprom in October 2025. The design capacity targets around 10 billion cubic meters per year to supply Kazakh domestic consumers, with broader regional export discussions ongoing.   • The implementation memorandum itself is the core formal document to date; full project agreements, financing terms, and construction contracts have not been officially published in government or company registries.

  • Capacity planning referenced in some reports suggests options up to 45 billion cubic meters per year for broader pipeline networks (with ~10 bcm allocated for domestic Kazakhstan supply and remainder potentially for regional export), but this refers to broader concepts rather than an agreed design.

  • In parallel with the Ishim–Astana gas pipeline, Russia and China are advancing an alternative large-scale export route through Mongolia. This project, widely known as Power of Siberia-2 (Soyuz Vostok), is planned to transport up to 50 billion cubic meters of gas per year to China and is currently viewed by Moscow and Beijing as a more economically attractive export corridor than routes via Kazakhstan. As a result, the Mongolia route is considered a strategic alternative that may limit the role of Kazakhstan as a major transit country for Russian gas exports to China.
