Project Description
Vice Minister of Agriculture Yermek Kenzhehanuly held a meeting with representatives of the Chinese company Hopefull Grain & Oil Group. During the negotiations, the parties discussed the implementation of an investment project for the construction of a plant for deep grain processing in the Akmola region. The head of the company's project in Kazakhstan, Mr. Yao Yao, expressed gratitude to the Kazakh side for the assistance and stressed the company's interest in long-term cooperation in the agricultural sector. The implementation of the project was the result of consistent negotiations between the parties in 2024-2025. Within the framework of the Kazakhstan Round Table on Global Investments (KGIR-2025), the Akimat of the Akmola region and Hopefull Grain & Oil Group signed a strategic framework agreement on the implementation of the project "Construction of a deep grain processing plant". The company is investing 1.5 billion US dollars in the construction of a high-tech agro-industrial complex for deep grain processing using environmentally friendly technologies. The project is planned to be implemented in two stages. At stage 1, a thermal power plant will be built to generate renewable energy, and at stage 2, a plant for deep grain processing focused on the production of citric acid, glucose—fructose syrups, bioethanol, feed and protein concentrates will be launched. In addition to the main production, Hopefull Grain & Oil Group plans to create an industrial park with the necessary energy, transport and engineering infrastructure. This will make it possible to attract processing and logistics companies and form a new industrial cluster in the district.

"The Ministry of Agriculture is ready to provide comprehensive support to the implementation of the project aimed at developing deep processing and increasing the added value of domestic grain," the Vice Minister stressed at the end of the meeting.
"This is the second project on deep grain processing in the region, implemented on behalf of the Head of State, which will create products with high added value and strengthen the industrial potential of the region," said Akim Marat Akhmetzhanov.
The agreement was the result of the consistent work of the Aqmola Invest Investment Attraction Center and the strengthening of cooperation between Kazakhstan and foreign investors.
The project is being implemented with the support of NC Kazakh Invest JSC, which acts as a single coordinator for strategic investment support in Kazakhstan.
