Construction of the Jet A-1 aviation fuel terminal, the first facility of its kind in Kazakhstan, has begun at Karaganda's Sary-Arka Airport. Accordingto Olga Baskakova, director of Turlov Private Holding and a memberof the airport's board of directors, the need for construction is dictated by the long-term demand for Jet A-1 in Kazakhstan, as thereis still no complex in the country for refueling or storing this typeof fuel. Thus, Sary-Arka airport will become the first in Kazakhstanto have a refueling complex for receiving, storing and refueling aircraft with Jet A-1 fuel supplied from China. At the stone-laying ceremony, Akim of the Karaganda region Ermaganbet Bulekpayev stressed that the new complex, together withthe newly opened air route, would strengthen the transit potentialof the region and create new economic opportunities. To implementthe project, a joint venture Silkway Aviation Airport Development (Silu Hangkong) was established, which was founded by Chinese companies and Kazakh ASG (Timur Turlov, Yerlan Ospanov and Ruslan Gabbasov). The parties signed agreements on the supplyof Jet A-1 jet fuel,the development of flights between cities and the coordinationof cargo flows. The joint venture will not only supply fuel, but also organize multimodal cargo transportation from China to Europe via Kazakhstan.The project will connect the transport hubs of Urumqi and Karaganda, open up new logistics and aviation opportunities, and will also be an important impetus for the developmentof the transit potential and economy of the region. The complexis being built in accordance with European JIG, EI and AFQP standards in strategic partnership with PetroChina.
Stages of the project implementation: 2025-2026 — design and installation of equipment;
2026 — construction of a tank with a capacityof 2,000 cubic meters. m and service complex;
2027 — increase in warehouse capacity to 4,000 cubic meters.
The cost of the first stage exceeds $1 million.

Petro China, a subsidiary of the Chinese state-owned CNPC, which owns 50.28% of the Shymkent Oil Refinery, has become a strategic partner. Petro China International Kazakhstan Ltd will supply fuel, and a supply agreement has been signed with Silk Way Aviation Airport Development, a joint venture between Kazakhstan's ASG (Timur Turlov, Erlan Ospanov, Ruslan Gabbasov) and Chinese companies.
The project will:
Reduce the shortage of aviation fuel, which today reaches 40%;
Create competition between Russian and Chinese suppliers, which may lead to lower prices;
Attract airlines for which Jet A-1 is mandatory by safety standards.
Currently, Kazakhstan uses only Soviet-standard TC-1 and PT fuel. Jet A-1 is a global standard, and its availability will open new routes and transit flights for Kazakhstan
