The project involves the expansion of the existing Ust‑Kamenogorsk Combined Heat and Power (CHP) plant to address acute shortages in electrical and thermal energy supply in the East Kazakhstan region. It foresees the installation of a new turbine unit (No. 13) with a capacity of 100 MW and a boiler unit (No. 16) with steam production capacity of 400 tons per hour, thereby increasing the overall heat production capacity by approximately 130 Gcal/hour. This increase is expected to reduce the deficit of heat in Ust‑Kamenogorsk by nearly 39 percent and support growing industrial and residential demand. The project integrates modern energy‑efficient and environmentally compliant technologies to improve operational performance and reduce equipment wear. It also aims to enhance reliability during peak winter periods, lower the specific fuel consumption, and reduce the overall wear of key equipment. During construction, up to 500 temporary jobs are to be created, and after commissioning about 53 permanent jobs related to operation and maintenance. The expansion builds on existing infrastructure and involves public consultations and regulatory approvals in partnership with the Ministry of Energy of the Republic of Kazakhstan.
