Project Description
The Ekibastuz GRES-3 project involves the construction of a large-scale coal-fired power plant designed to strengthen Kazakhstan’s baseload electricity supply and energy security. The plant is planned with an installed capacity of approximately 2.6–2.7 GW and an annual electricity output of around 20 billion kWh. It will be located within the Ekibastuz energy cluster and fueled by locally sourced Ekibastuz coal, ensuring supply-chain proximity and cost efficiency. The project is promoted as part of Kazakhstan’s long-term strategy to modernize and expand thermal generation capacity amid rising electricity demand.
The financing model is based on a “tariff in exchange for investment” mechanism, under which the investor recovers capital through a long-term capacity tariff over approximately 15 years. Advanced supercritical coal technologies and modern emission control systems are planned, although carbon capture technologies are not included. The project is intended to operate as a baseload generator, complementing renewable energy and future nuclear generation. Ekibastuz GRES-3 is frequently referenced in government planning documents alongside broader coal generation development programs up to 2035. Despite its strategic importance, the project remains in a pre-construction phase with no physical works commenced to date.
