Project Name:
Construction of Hydropower Plant on the Baskhan River

Project Description
The project involves the construction of a cascade of small hydropower plants on the Baskhan River in the Sarkand District of the Zhetysu Region of Kazakhstan. The development includes two derivation-type hydropower stations designed to utilize the river’s flow through a water intake structure and pressurized pipelines. Each station will contain a single horizontal hydro-unit consisting of a turbine and generator. Water from the river will be diverted through steel penstocks to the turbine units where electricity will be generated and then transmitted to the national power grid. The project is intended to contribute to Kazakhstan’s renewable energy generation capacity and reduce electricity shortages in the southern power zone of the country. The hydropower cascade is expected to produce at least 87 million kWh of electricity annually. The generated electricity will be delivered to the Unified Energy System of Kazakhstan. The facilities will include water intake structures, derivation pipelines, turbine conduits, powerhouse buildings, tailrace channels, and an outdoor switchgear connected to transmission lines. The project is classified as a renewable energy generation facility under Kazakhstan’s energy legislation. Environmental impact assessment documentation has been prepared and public hearings have been conducted as part of the permitting process.

Other important details
Igor Nikolayevich Sinkov is listed as the head of several related energy companies, including Private Company EnergyBridge Ltd., Alt Energy LLP, and Energobuildservice LLP, with all these appointments made in 2025.
Private Company EnergyBridge Ltd is indicated as a founder of Energobuildservice LLP and Alt Energy LLP, the developer of the hydropower project.
Public environmental hearings were conducted on 24 December 2025.
The hydropower stations are derivation-type plants, meaning water is diverted through pipelines rather than stored in a large reservoir.
Each plant will have one horizontal hydro-unit with a turbine and generator.
The project is part of Kazakhstan’s strategy to expand renewable energy capacity and reduce greenhouse gas emissions.
The generated electricity will be supplied to the Unified Energy System of Kazakhstan.
