Project Description

Kazakhstan metallurgical company Qarmet has signed a strategic cooperation agreement with Chinese companies Beijing Shougang International Engineering Technology Co., Ltd. and PowerChina for the construction of a modern section rolling mill. It is focused on the production of rebar and long products critical for the construction industry of the country. In the first phase, the capacity of the enterprise will be 450,000 tons of rebar and shapes per year, with the prospect of expansion to 1,000,000 tons per year. The new complex will make it possible to replace imports of construction rolled metal products and support the implementation of national infrastructure projects. The production lines will be equipped with intelligent control systems, automated technologies and environmentally friendly solutions. The project is being implemented as part of the “One Belt, One Road” initiative and was the result of the visit of the First Deputy Prime Minister of the Republic of Kazakhstan to Guangdong Province (PRC) in July 2025.

Other important details

  • The parties held a series of working meetings and technical visits. In May, Shougang specialists visited the Qarmet metallurgical plant in the Karaganda region to assess the production base and discuss the architecture of the future project. Earlier, a presentation meeting was held in Beijing, where key parameters were agreed upon. The signing of the agreement was the start of the full project phase, including technical design, environmental impact assessment and preparation for construction.
