Project Description
The Casting and Rolling Complex (LPC) is a large-scale metallurgical project under development in the Karaganda region of Kazakhstan by Qarmet. The facility is designed to produce up to 4 million tons of hot-rolled steel annually. It will manufacture high-quality flat steel products with a width of up to 1850 mm and a thickness ranging from 0.8 to 16 mm. This type of steel is intended for high-tech industries including automotive, nuclear, oil and gas, medical, and household appliance manufacturing. The project will significantly modernize Kazakhstan’s metallurgy sector and reduce dependence on imports of flat steel products. The final selection of a technology partner is currently underway: proposals from leading international engineering companies—Primetals Technologies (Austria), SMS group (Germany), and Danieli (Italy)—are being considered. The facility is being built on the site of the existing Qarmet steel plant, formerly ArcelorMittal Temirtau. Once complete, the LPC will become one of the most modern steel processing units in Central Asia.

The new LPC will provide Qarmet with a number of technological and economic advantages. Modern solutions will significantly reduce energy costs, replace some product segments in the cold-rolled product range with hot-rolled products, and optimize the production cycle. This will lead to a reduction in production costs, while the market premium for quality will increase. This formula will make Qarmet's products more competitive not only in the domestic market but also in export markets, especially in competition with suppliers from China and Russia.
