Project Description
This project aims to upgrade and expand the existing production facilities of Format Mach Company Engineering LLP, the only certified manufacturer of small and medium railcar castings in Kazakhstan. The company specializes in casting couplers, clamps, wedges, and other metal components for the railway, oil & gas, energy, and mining sectors. The initiative includes implementation of automated foundry systems and digital production processes, increasing product quality and range. The upgraded facility will help substitute imports and serve both domestic and export markets. The project is supported by Qazaqstan Investment Corporation (QIC) through its subsidiary Baiterek Venture Fund JSC, which has acquired a minority equity stake. The modernized facility is expected to create up to 500 jobs and generate significant tax revenue for the state.

Job Creation: The project is expected to generate up to 500 new jobs in Pavlodar during the implementation phase, significantly boosting local employment and contributing to the region's socio-economic development.
Tax Contribution: Over the financing period, the modernized foundry is projected to contribute approximately 5 billion KZT in tax revenue to the national budget.
Technology Upgrade: The expansion involves the implementation of automated foundry technologies and digitalization of production processes, allowing for more efficient, precise, and scalable manufacturing. This will lead to improved product quality and a broader product range.
Capacity Expansion: After modernization, the company’s annual casting output is expected to increase from 4,800 tons to 30,000 tons, including machining. This six-fold capacity growth will allow the company to cover up to 75% of Kazakhstan’s domestic demand, compared to the current 35–40%.
Export Potential: Currently, about 50% of Format Mach’s output is exported to regional markets such as Russia, Belarus, Kyrgyzstan, and Lithuania. The modernization will enhance its ability to increase export volumes, particularly to CIS countries.
Quality and Certification: Format Mach is certified under ISO 9001:2015 (Quality Management System by TUV Rheinland) and holds a unique manufacturer’s stamp as well as ST-KZ certification, with approximately 90% local content. It is also the only certified producer in Kazakhstan approved by the Russian Railway Registry for small and medium-sized railcar castings, allowing it to serve both domestic and regional railway operators.
Industry Support: The project enjoys strong institutional backing from key national stakeholders, including government ministries, the regional administration of Pavlodar, the National Chamber of Entrepreneurs, Kazakhstan Temir Zholy, and major development institutions such as Samruk-Kazyna Invest, the Industrial Development Fund, and Damu. This support highlights the project’s strategic role in Kazakhstan’s industrial modernization efforts.
