The environmental documents identify the project as new construction under the chemical industry category for production of nitrogen mineral fertilizers.

The 2023 intended-activity statement lists a project site area of 111 hectares and an intended land-use period of 50 years.

The project’s planned facilities include a central control room, mechanical workshops, distribution substations, a main transformer substation, emergency diesel power plants, a fire station, a gas-rescue service, industrial waste temporary storage, wastewater treatment facilities, internal railway facilities and a pond-evaporator.

A separate road-access project is linked to the complex; available documents indicate a road connection of approximately 2,967.1 metres, IV technical category, two traffic lanes and an expected implementation period of 5 months starting in October 2027.

The project was postponed from its originally targeted commissioning date (initially expected around 2026).

The delay was primarily attributed to restructuring of financing arrangements, revisions to engineering scope, and EPC contractor alignment.

During the early planning stage, the project involved international engineering participation, including Tecnicas Reunidas S.A. in an engineering/FEED capacity and technology licensors such as KBR, Inc. and Toyo Engineering Corporation. However, the final EPC contractor was later confirmed as Wuhuan Engineering Co., Ltd., replacing earlier conceptual EPC expectations following project restructuring and financing adjustments.

The postponement also followed adjustments in global fertilizer market conditions and capital structuring requirements.

The Government of Kazakhstan has identified the project as strategically important for industrial development and fertilizer self-sufficiency.
