Initially, construction activity on site was minimal, despite a formal groundbreaking, indicating the project was not technically ready. Authorities addressed these issues by finalizing land allocation and continuing the development and approval of project documentation. As a result, construction has now entered the foundation stage, with active pile installation underway.
