The project has been repeatedly delayed due to route changes and public opposition, primarily related to plans to cut a large number of trees in a city park area. This triggered protests, forcing authorities to revise the alignment multiple times and reconsider environmental impacts.
Additionally, the project faced design inconsistencies and rework, including cases where earlier versions had already passed state expertise but were later reconsidered. This resulted in repeated revisions of technical documentation and planning.
Finally, rising costs and changing technical solutions (including new routing options and engineering requirements) significantly slowed progress, increasing the budget from about KZT 11.7 billion to over KZT 35 billion and delaying the timeline.
