This project involves the establishment of a joint venture to assemble heavy trucks and specialized vehicles under the Chinese brand HOWO on the territory of Saran Machinery in the Karaganda region of Kazakhstan. The initiative is implemented through strategic cooperation between China National Heavy Duty Truck Group (Sinotruk) and Saran Machinery LLP, with strong involvement from Kazakhstan’s government and local authorities. The plant is designed to achieve an annual capacity of up to 10,000 vehicles and will include advanced equipment, notably the first electrophoretic/cataphoretic metal coating line in Kazakhstan for enhanced corrosion protection. A key focus of the program is maximizing local content by using parts such as galvanized steel from Kazakhstan’s metallurgical enterprises, which strengthens the domestic industrial base. The project is expected to create employment opportunities for up to 1,000 workers in the region. The phased delivery of equipment is planned, with initial assembly line components arriving in late 2025 and welding/painting systems targeted for installation in mid‑2026. It also forms part of broader strategic discussions on regional industrial expansion, including future facilities for component production, service centers, and spare parts warehousing. Institutional support has been reinforced with the opening of a Karaganda regional representation office in Urumqi, China to facilitate investor relations and cooperation.
